During his 27 years of Civil Engineering practice Mr. Sitaram has supervised the preparation of construction documents for numerous Land development and Subdivision projects. He has effectively represented clients - both municipal and private - at public hearings and meetings with members of the planning/zoning boards, county council and civic associations.

Mr. Sitaram is a recognized expert in traffic engineering and testified as an expert witness. He has prepared Traffic Impact Studies for projects varied in size and complexity. Developed Transportation Systems Management for several major employers, including a 5000 employee facility. Mr. Sitaram has designed highway construction documents for federal and state funded highway contracts in Delaware.

As a Principal of Karins and Associates he is responsible for Project Management including proposal preparation, client contact, planning and organization, determining budgetary and staff requirements, reviewing work for technical adequacy and coordination with clients and public agencies. Mr. Sitaram currently serves as the President of Karins and Associates.

Mr. Anderson has over 21 years of work experience in civil engineering of land development and civil infrastructure projects. His work experience includes planning, engineering, and management of numerous residential and commercial land development projects, transportation infrastructure projects, and utility infrastructure projects for private and public sector clients. His engineering work includes construction plan preparation, engineering studies of stormwater, water, sanitary sewer, and traffic impacts, regulatory compliance, approval, and permit processing, and real estate development feasibility consulting and advisory services.

As a principal of Karins and Associates, Mr. Anderson is responsible for project management, personnel supervision, engineering oversight, work quality control, client representation, and facilitation of project regulatory processing.

Mr. Johnson began his career as a student in the NCC Vocational and Technical Program as a Coop-Student in 1985. After several years in the survey industry he joined the staff of Karins and Associates in 1992. As a Principal of Karins and Associates, he is responsible for many daily operations including project management, bidding, client relations, business development, marketing and staff development. Mr. Johnson currently serves as Vice President of Karins and Associates.

With over 18 years of Civil Engineering experience and practice Mr. Garcia has supervised the preparation of Record and Construction documents for numerous Land Development and Subdivision projects. Mr. Garcia has represented both municipal and private clients at public hearings and with meetings with members of the various governmental boards such as planning and board of adjustments, county council and civic associations.

Mr. Garcia's area of expertise is in Stormwater Management, and Drainage and has testified as an expert witness in various instances. He has prepared numerous flood and drainage studies for countless projects ranging from large 2,000 acre watersheds all the way down to on lot specific projects. Mr. Garcia has also helped develop changes to codes and regulations affecting Land Development.

As a Senior Associate of Karins and Associates he is responsible for Project Management including proposal preparation, client contact, planning and organization, determining budgetary and staff requirements, reviewing work for technical adequacy, coordination with clients and public agencies.

Mr. Filasky has 9 years of experience in the Land Development field, having worked in both the Private and Public sectors. Tim’s duties involve project management, site design and construction permitting services for all types of projects. His expertise includes site engineering and grading, utility layout and design, value engineering and stormwater management. Tim is the chairman of the ACEC New Castle County Partnering Committee and is active in Habitat for Humanity. When he is not at work, you can (or can't) find him in the woods somewhere.

As an Associate of Karins and Associates he is responsible for employee training, company philanthropy, project budgeting and review, client development and quality control and assurance. Tim also manages our engineering work in Sussex County and is the contact for our Millsboro office.

Mr. Reynolds has been with Karins for fifteen years and has been in the Survey Profession for over 23 years. Kenneth has over 12 years field experience including residential and commercial construction stakeout, superhighway and bridge construction stakeout, boundary control reconnaissance and all forms of asbuilt survey work. Kenneth has over ten years office experience assisting with survey crew setup, lines and grades plan preparation and oversight as well as sanitary sewer, storm sewer and storm water management facility asbuilt plan preparation.

As an Associate of Karins and Associates he is responsible for employee training, company philanthropy, project budgeting and review, client development and quality control assurance.
